Minutes of the Annual Parish Meeting of the Helmdon
Parish Council held on
Wednesday, 24th April 2002
in the Reading Room, Helmdon at 7:30 p.m..
Present: All the members of the Council,
County Cllr Shepherd-Cross, District Cllr Robin Digby, PC Dawling,
Village Constable and 52 members of the public.
The Chairman welcomed all present to the Annual Parish Meeting
and explained the proceedings for the meeting. He said that all
the matters discussed at the meeting would be referred to the
next meeting of the Parish Council and would be considered there
as it is not possible to vote on matters at the Annual Parish
He then introduced the County Councillor, District Councillor
and Parish Councillors and PC Dawling.
Cllr Shepherd Cross addressed the meeting and explained the restructuring
of the NCC and Cllr Robin Digby spoke about various matters of
interest concerning the SNC and in particular about developments
in Brackley and the Central railway proposals.
PC Dawling spoke about crime in Helmdon which had increased since
the previous year and said that this would be the last time he
addressed the Helmdon Meeting as he was retiring in the summer.
Cllr Glassett launched the Speedwatch Campaign and Danny Moody
presented a proposal to put together a Village Plan. The chairman
said that these proposals would be discussed at the next Council
There was then an open forum where various topics including the
state of the village roads and footpaths and the litter in the
village were mentioned.
The Village of the Year competition was mentioned and the Chairman
asked those present for their support. The thanks of the Council
were expressed to Jeffs Coaches for repairing the bridge over
the river in Wicket Mead.
After the general discussions all present were able to enjoy
wine and nibbles and to have informal discussions with the various
councillors and also to see the display of the Helmdon Web Site.
