Minutes of the Meeting of the Helmdon Parish Council held on
Wednesday, 23rd January 2002
in the Reading Room, Helmdon.

Present.

Councillors Ayres, Bearman, Burns, England, Glassett, Gittens, Harrold and Spendlove. District Councillor Robin Digby.

There were 5 members of the public present.

1. Apologies

Apologies for absence were received from Councillor Brookhouse.

2. The Minutes of Meeting

The Minutes of the meeting held on the 28th November 2001 having been circulated prior to the meeting were approved subject to the date of the meeting paragraph 1. being amended to read "2001".

3. Matters arising from the minutes.

i) The matter of reserving space in the village notice boards for Parish Council matters was discussed and left in abeyance.
ii) The question of the payment of rent of the Reading Room was discussed and the Chairman said that the matter will be resolved after the AGM of the Reading Room Management Committee.
iii) There was a request for details of the various conditiond that the planners have imposed on the planning consent for the Waste Disposal unit off Welsh lane at Redlands Farm and the Clerk was instructed to ascertain the position.

4. Open Forum.

The Chairman welcomed District Councillor Robin Digby to the meeting and asked him to address the Council.

i) Councillor Digby gave a short resumee about the new "Cabinet" system that SNC is employing . he said that there is a trial period until May when the system will be reviewed. He also reported on the re-opening of the Farthinghoe recycling depot and said that SNC will accept old refridgerators on payment of a fee.
ii) The question of the Queenn's Diamond Jubillee celebrations was raised and it was reported that there will be an item in the budget proposals later in the meeting.
iii) The matter of the Burgess Site in Brackley was raised and Councillor Digby reported that there is now a planning proposal which is uinder consideration by SNC.
iv) The matter of the Central Railway proposals was raised and the Clerk was instructed to ascertain the current position and report back to the next meeting of the Council.

5. Reading Room Matters.

This item was deferred until after the Annual General Meeting of the Reading Room Management Committee.

6. County Council Matters.

There was nothing to report.

A discussion took place on the paper submitted by the Finance Committee, shown below, and the revenue proposals were accepted by the Council.

It was agreed that the matter of the Brackley Cottage Hospital be considered at the next meeting of the Parish Council.
It was agreed to finance a Jubilee Seat at a cost of 2000, to be sited in Church Street.
It was agreed to finance further waste bins at a cost of 400.
The question of Jubilee Mugs was discussed in detail and it was agreed to present mugs to celebrate the Jubilee to all the children who are on the roll the Helmdon Primary School on the day of the Jubilee at a cost of 500. A vote was taken and there were six Councillors in favour and two Councillors abstained. ( TG and CH ).

9. Standards Board for England.
10. Consultative Paper for Quality Parish Councils.


There was a discussion concverning the current position of these two items and it was agreed that the Clerk keep the position under review with both the SNC and NALC.

11. Roads and Bridges.

The Clerk reported on the current position of roads and bridges in Helmdon and said that the programme for inspections is as follows:

Safety Inspections : January, May and September.
Detailed Inspections : March
There were no Minor Works matters to report.
Road Safety Committee: Councillor Glassett reported that the School Governors will produce the School Traffic Plan. It is proposed that there will be a joint launch with the Primary School of the Speed Watch.
The Speed Watch Committe was confirmed as: Councillors Bearman, England, Harrold, Glassett and Spendlove.

12. Planning.

List of Planning Applications dealt with by the Parish Council Planning Committee for

2001/0998/PO Outline planning consent given for two detached dwellings at land at Church Street, Helmdon Eden Construction granted by SNC

13. AOB.

i) Councillor Spendlove said that there will be a houise to house Collection in aid of Christian Aid during the period 12 - 18 May 2002.
ii) The Council formally congratulated the Helmdon Web Master and Team who run the Helmdon web site on its very succesfull move to its new site location which is - www.helmdon.com

There was no further business and the meeting closed at 9.51pm.
